We got some very good rates because we booked through China Travel Service in Hong Kong but that's where the good part ends. The service staff, especially the front desk speak almost no English at all, and in typical Chinese style there is only one person that can make decisions and that person can never be found. Give yourself lots of time checking in and out. Like most hotels in China they charge for internet and this place tries to skin you at 85 RMB for 24 hours. Our room's air conditioning didn't work and it got quite stuffy. If you are willing to pay a few more dollars, we dined at the Intercontinental which is a much better run hotel and is western friendly.; Value: 4 Rooms: 3 Location: 5 Cleanliness: 3 Service: 1

Hotel is smack in the middle of town and has most of the facilities you'd excpect from 4* although rooms were somewhat plain. Biggest problem is building noise from adajacent sites - Pile drivers and heavy plant makes it feel like your in middle of war zone - and noise can go on late into night - it stopped around 21:00 when were there but we were told that it can go on all night. Our advise to friends would be if you have booked and can't/don't want to cancel booking then make sure you insist on quietest room possible when checking in. Centrally located if you are touring, close to shopping and pedestrian mall. Large dining room with tourist buffet for breakfast and dinner, Asian and Western dishes, eager to please service in this dining room. You could do much worse lodging wise but one certainly does not get a luxury feel from the lobby or rooms at this property. The hotel is dated, with mostly tour groups; definitely not business travelers friendly. If you are trying to check out during the peak morning hours, you'd better be extra early so you don't get in the mix of tour groups disputing indiviual room folio...etc. They lost my reservation, after been treated disrespectfully for nearly 40 minutes, the management finally surfaced and gave me "an apartment" in the Plaza. So I cannot say what the regular rooms are like, but I could only imagine they are just as dated as the rest of the hotel. I moved out of the Harbour Plaza the first chance I got...to the JW Marriott across the street, and that is definitely a 5-star hotel in every aspect.
